Ms. Harrell began her career in property management with Industrial Realty Group (IRG) in 1982. Shortly thereafter, Ms. Harrell assumed the position of General Manager for one of its hotels, charged with preparing the indebted property for sale. Shortly after converting this 153-room downtown hotel and adjacent office building to a profitable asset for a successful sale, Ms. Harrell was transferred to New York to manage real estate holdings for IRG, where she was awarded an initial portfolio of 13 assets, including a residential co-op, several retail strip centers and warehouse/industrial properties. As the portfolio under her management grew to $5M, its focus narrowed to industrial and adaptive re-use properties from the mid west to the east coast. In August of 1999, Ms. Harrell began working on the due diligence phases of the McClellan Air Force Base closure. In January of 2000, she moved to the west coast to concentrate on this project and to develop its Operations Division. For the ±8.5 million square feet McClellan Business Park would acquire, Ms. Harrell assembled a 30 person staff to handle all aspects of this adaptive re-use. During the transfer, Ms. Harrell has acted as the liaison between Sacramento County, the United States Air Force, and McClellan Park, establishing a protocol to run [and in fact create] the business park, concentrating on development in addition to property management. While Ms. Harrell was responsible for administering over $35M dollars in projects within the park, including the rail and hospitality assets, she was also responsible for overseeing the Property Management Division responsible for over 250 leased properties. Ms. Harrell established and built a Construction Division, which at at any given time had approximately 65 construction projects underway. In establishing the infrastructure for the McClellan Park, Ms. Harrell transferred all utilities from County control to direct meter service to The Park, created a capital expenditures and preventive maintenance program, and reorganized rail service to maximum revenue. Ms. Harrell facilitated leasing the business park since its inception, and in the process assisted in the development of a “Hot Transfer” document to allow transfer of base services to the private sector without interruption, a process now being used by the air Force in other base closures. The fuel control for the airstrip at McClellan Park, which has also be transferred to private sector use, was done under this “Hot Transfer” protocol. Recently, Ms. Harrell has moved to Akron, Ohio to oversee the development of the $900 million Akron Riverwalk project. This project includes construction of a new international headquarters and North American for the Goodyear Corporation, as well as the construction of industrial, office, retail, and residential components.
